{"id":18605,"date":"2025-07-11T05:00:18","date_gmt":"2025-07-11T12:00:18","guid":{"rendered":"https:\/\/cityofguadalupe.org\/?post_type=lsvrnotice&#038;p=18605"},"modified":"2025-09-19T11:21:45","modified_gmt":"2025-09-19T18:21:45","slug":"notice-inviting-bids-royal-theater-project","status":"publish","type":"lsvrnotice","link":"https:\/\/cityofguadalupe.org\/es\/notice\/notice-inviting-bids-royal-theater-project\/","title":{"rendered":"Notice Inviting Bids &#8211; Royal Theater Project"},"content":{"rendered":"<h3 style=\"text-align: center;\"><strong>CIUDAD DE GUADALUPE <\/strong><\/h3>\n<h3 style=\"text-align: center;\">NOTICE INVITING BIDS<\/h3>\n<h3 style=\"text-align: center;\"><strong>CITY PROJECT NO. 2023-05<\/strong><\/h3>\n<h3 style=\"text-align: center;\"><strong>EDA Award Number 07-79-07848<\/strong><\/h3>\n<h3 style=\"text-align: center;\">PROPOSALS FOR THE WORK DESCRIBED AND SHOWN ON THE PLANS ENTITLED:<\/h3>\n<h3 style=\"text-align: center;\"><strong>Guadalupe Royal Theatre Revitalization Project<\/strong><\/h3>\n<p>&nbsp;<\/p>\n<p>Proposals will be received at the City Administrator\u2019s office, City of Guadalupe, 918 Obispo Street, Guadalupe, California 93434, until <strong>2:00 PM on September 9, 2025<\/strong>, at which time they will be publicly opened and read at the same address<strong>.<\/strong><\/p>\n<p><strong>GENERAL WORK DESCRIPTION:\u00a0 <\/strong>\u00a0The scope of work includes the historic renovation of the Royal Theatre to California Historic Code; the new construction of a one-story performing arts building; and landscape work, which includes an amphitheater, parking lot, and a plaza.<\/p>\n<p><strong>ECONOMIC DEVELOPMENT ADMINISTRATION: <\/strong>This project will be partially funded with Federal funds from the United States Department of Commerce, Economic Development Administration (EDA) and therefore is subject to the Federal laws and regulations associated with that program.<\/p>\n<p><strong>BUILDING CODES: <\/strong><\/p>\n<ul>\n<li>Title 24 California Code of Regulations<\/li>\n<li>California Health and Safety Code<\/li>\n<li>Accessibility and ADA Requirements<\/li>\n<li>California Historic Code<\/li>\n<\/ul>\n<p><strong>WORK SCHEDULE:<\/strong>\u00a0 Work must be completed within<strong> 288<\/strong> working days <strong>(calendar days are 420) <\/strong>from the Notice to Proceed.<\/p>\n<p><strong>CONTRACT DOCUMENTS:<\/strong>\u00a0 Contract documents (Plans, Notice to Contractors, Special Provisions, Proposal and Sample Contract) or other related information are available for review online at <a href=\"https:\/\/cityofguadalupe.org\/es\/\">www.ciudaddeguadalupe.org<\/a>, <a href=\"https:\/\/www.slocbe.com\">https:\/\/www.slocbe.com<\/a>, or <a href=\"https:\/\/smvca.org\">https:\/\/smvca.org<\/a>, and at City Hall, 918 Obispo Street, Guadalupe, California, 93434.<\/p>\n<p><strong>QUESTIONS:<\/strong>\u00a0 Questions must be submitted no later than <strong><u>August 15, 2025<\/u><\/strong><strong>,<\/strong> to allow sufficient time for response.\u00a0 All questions shall be submitted by email to Michael DeMartini of Andrew Goodwin Designs: <a href=\"mailto:michael@andrewgoodwin.us\">michael@andrewgoodwin.us<\/a> and Thomas Brandeberry, Project Manager: <a href=\"mailto:brandeberrytom@gmail.com\">brandeberrytom@gmail.com<\/a>.<\/p>\n<p><strong>MANDATORY PRE-BID SITE MEETING: <\/strong>Will be held at 848 Guadalupe St, Guadalupe, CA 93434 (Royal Theatre) on <strong>July 23, 2025, at 10:00 AM<\/strong>.<\/p>\n<p><strong>PROPOSALS:<\/strong>\u00a0 Proposals must include all work described within this document and shown within the Plans and Specifications.\u00a0 Proposals must be made on the proposal forms furnished with this document.\u00a0 All other proposal forms will be rejected. Attention to prospective bidders is called to Section 2, &#8220;Proposal Requirements and Conditions,&#8221; within this document, for full direction as to bidding and other items.\u00a0 The City of Guadalupe reserves the right to reject any or all proposals or make the award to the lowest <em>responsible<\/em> bidder.<\/p>\n<p>Notice is given to all bidders that no more than 50% of the work, as defined by the contract price, may be done by subcontractors. Notice is also hereby given that all Bidders may be required to furnish a sworn statement of their financial responsibility, technical ability, and experience before an award is made to any Bidder.<\/p>\n<p>The successful Contractor will be required to obtain a business license from the City and pay related fees.<\/p>\n<p>The right is reserved by the City of Guadalupe to reject any or all Bids, to evaluate the Bids submitted, and award the contract to the lowest responsive and responsible Bidder.\u00a0 The City further reserves the right to waive any informalities or minor irregularities in the Bid.<\/p>\n<p><strong>BONDS:<\/strong>\u00a0 Each proposal must be accompanied by cash, a certified or cashier&#8217;s check, or bidder&#8217;s bond of the prescribed form and made payable to the City of Guadalupe for an amount equal to at least ten percent (10%) of the bid amount, such guaranty to be forfeited, should the bidder to whom the contract is awarded fail to furnish the required bonds and to enter into a contract with the City within ten (10) days after awarding of the contract.<\/p>\n<p>The successful contractor will be required to furnish three (3) acceptable surety bonds: one for faithful performance, one for labor and materials, and the other for maintenance following construction. Each bond is to be executed in a sum equal to one hundred percent (100%) of the contract price, except that the maintenance bond shall be for ten percent (10%) of the contract price and shall remain in effect for one year following acceptance of the project for final payment. As a federally funded (Economic Development Administration) project, bidders must use this link for a list of acceptable surety bond companies: <a href=\"https:\/\/www.fiscal.treasury.gov\/surety-bonds\/list-certified-companies.html\">https:\/\/www.fiscal.treasury.gov\/surety-bonds\/list-certified-companies.html<\/a><\/p>\n<p><strong>LICENSE REQUIREMENTS:<\/strong>\u00a0 In accordance with provisions of California Public Contract Code Section 3300, the City has determined that the <strong>Contractor shall possess a valid Class A and Class B license at the time of award.<\/strong>\u00a0 The Contractor shall be properly licensed at the time the contract is awarded.\u00a0 No contract will be awarded from a Contractor who has not been licensed in accordance with the provisions of Chapter 9 of Division 3 of the California Business and Professions Code.<\/p>\n<p><strong>PREVAILING WAGE RATES:<\/strong>\u00a0 Pursuant to Section 1773 of the Labor Code, the general prevailing wage rates in the County of Santa Barbara, in which the work is to be done have been determined by the Director of the California Department of Industrial Relations.\u00a0 These wages are set forth in the General Prevailing Wage Rates for this project, available from the California Department of Industrial Relations\u2019 Internet web site at <a href=\"http:\/\/www.dir.ca.gov\">http:\/\/www.dir.ca.gov<\/a>.<\/p>\n<p>Additionally, as a federally funded construction project, Wage rates paid for labor must not be less than the prevailing wages for County of Santa Barbara, as determined by the U.S. Secretary of Labor and must be embodied in the construction contract pursuant to the requirements of the Davis-Bacon Act, as amended (40 U.S.C. \u00a7 3141 et seq.).<\/p>\n<p><u>\u00a0<\/u><u>The greater of the two wage rates, per classification, must be used.<\/u><\/p>\n<p>The Contractor will be required to maintain and distribute certified payroll records in compliance with Section 1776 of the California Labor Code and the Davis-Bacon Act, as amended (40 U.S.C. \u00a7 3141 et seq.).<\/p>\n<p><strong>RETENTION:<\/strong>\u00a0 The Contractor may elect to receive 100 percent of payments due under the Contract Documents from time to time, without retention from any portion of the payment by the City, by depositing securities of equivalent value with the City in accordance with the provisions of Section 22300 of the California Public Contract Code.\u00a0 Such securities, if deposited by the Contractor, shall be valued by the City, whose decision on an evaluation of the securities shall be final.\u00a0 Securities eligible for investment under this provision shall be limited to those listed in Section 22300 and Section 16430 of the California Government Code.
