The City of Guadalupe will hold a General Municipal Election on Tuesday, November 3, 2026.
At this election, voters will elect:
Mayor (2-year term)
Council Member 1 (4-year term)
Council Member 2 (4-year term)
City Treasurer (4-year term)
CANDIDATE FILING PERIOD – THE NOMINATION PERIOD IS CLOSED
The nomination period opens: Monday, July 13, 2026 and closes Friday, August 7, 2026 at 4:00 p.m. If an eligible incumbent does not file nomination papers by the close of the nomination period, the filing period for that office will be extended through: Wednesday, August 12, 2026 at 4:00 p.m.

MEASURE G2026 – CANNABIS BUSINESS TAX
Shall the measure be adopted, to establish a local tax on gross receipts of cannabis businesses operating in Guadalupe, until ended by voters, authorizing the City Council to impose maximum tax rates up to 8% on retail, and up to 4% on all other, cannabis businesses, allowing the Council discretion to set lower rates, with all revenue estimated at approximately $78,000 annually, remaining in the City to support essential City services, be adopted?

MEASURE J2026 TRANSIENT OCCUPANCY TAX (TOT)
Shall the measure be adopted to support public safety and other essential City services by increasing, until ended by voters, the City’s transient occupancy tax from 6% to 12%, paid only by persons who rent lodgings in the City for 30 days or less, and by extending the tax to RV parks/campgrounds, which is anticipated to raise up to $20,000 annually, and more, if additional lodging facilities open in the City?

Form 700 (The FPPC Form 700 (Statement of Economic Interests) is a public disclosure form required by the California Political Reform Act. It promotes transparency by requiring certain public officials, employees, and candidates to disclose financial interests that could create conflicts of interest.
Form 501 (Notifies the public that an individual intends to run for a specific office and establishes the candidate’s campaign finance reporting requirements.)
Form 410 (The Form 410 is used to establish a campaign committee and obtain a committee identification number from the California Secretary of State.)
Form 460(The Form 460 is the primary campaign finance disclosure statement used by candidate-controlled committees to report all campaign contributions received and expenditures made during a reporting period. It is used for pre-election, semiannual, quarterly (when applicable), termination, and amended campaign statement.)
Form 470 (The Form 470 is a short-form campaign disclosure statement for candidates and officeholders who do not have a controlled committee and do not anticipate receiving or spending $2,000 or more during the calendar year. Filing Form 470 generally satisfies the candidate’s campaign reporting requirement for that calendar year, provided the $2,000 threshold is not reached.)
