DRAFT NEGATIVE DECLARATION (ND) FOR THE PROPOSED
Draft Housing Element (2025-018-ND)
Project Description: Draft Housing Element prepared at the direction of the State Housing and Community Development Department
Project Location: Citywide.
Public review period and hearing: The City of Guadalupe is soliciting comments on the adequacy and completeness of 2025-018-ND. The draft document is available in several locations identified below. Public comments will be accepted through the end of business on May 1, 2025. The City Council will consider the Final Negative Declaration and Final Housing Element at a regular Council meeting on May 27, 2025.
Project Details:
The project consists of an Initial Study and Negative Declaration for the City’s Sixth Cycle draft Housing Element which will cover 2023-2031. The document has been prepared by De Lapide & Associates. Inc. and has received six separate reviews over the past two years by the State Housing and Community Development Department.
Environmental Review Findings: The Guadalupe Planning Department, in conjunction with De Lapide & Associates, Inc. has prepared a Draft Negative Declaration (2025-018-ND) pursuant to Section 15073 of the State Guidelines for the Implementation of the California Environmental Quality Act (CEQA). The issuance of a Negative Declaration affirms our opinion that adoption of the Housing Element would not result in any significant adverse impacts associated with the proposed project.
If the project description changes, Guadalupe Planning Department will require a reevaluation to consider the changes. If you challenge this environmental document in court, you may be limited to raising only those issues raised by you or others in written correspondence or in hearings on the proposed project.
Document Availability: If a copy of the Negative Declaration is not attached, the draft MND may be obtained and all documents referenced in the ND may be reviewed at the Planning Department offices located at 918 Obispo Street, Guadalupe, CA 93434 AND on the City’s website at https://cityofguadalupe.org/planning-department/. Draft documents are also available for review at the Guadalupe Public Library, located at 4719 West Main Street, Ste. D, Guadalupe, CA.

The City Council is scheduled to consider this ND and take final action on the Housing Element at its May 27th Public Hearing at 6:00 p.m. at Council Chambers, 918 Obispo Street, Guadalupe, CA.
